Keeper league: What draft slot should I select?

I won my 14-team keeper league last year, so I get priority in draft slot selection. We start 1 QB, 1 RB, 2 WR, 2 flex, 1 TE and we forfeit the draft pick in the round the player was drafted last year. I'm keeping David Johnson in a late round.

One team doesn't get a keeper because they are new. I am trying to figure out which draft slot to select. I was thinking 1 or 2 to get a top tier WR to pair with David Johnson. Thoughts?
