Ellington is in the pool, I would be dropping T. Taylor who is my backup QB. Would you pick him up, and do you think he becomes starter when healthy?

Yes.
He averaged over 11ppg last year in PPR. That situation is fluid, but in 10-team you don't really need a backup QB. Especially if it's Taylor.
