This is probably part of the logic in waiting till the morning as well. Her concession speech will be much less humble if she can get a popular vote win. She will claim that the nation chose her (hope, the future, etc) but a bad electoral college system gave the election to Trump. This won't be a real concession. She will pitch the popular win as a mandate to continue her campaign's platform.

She is also trying to bait Trump into giving a victory speech before the networks call it, which will make him come off as arrogant. Trump should play along and give his speech to an awake America tomorrow where he can give a humble call for the nation to unite around his vision.

Absolutely correct.
They are trying to get enough popular votes out of Cali to erase Trump's popular vote lead.
And if they do it, it will detract considerably from Trump's mandate.

I think they're trying to hope PA comes within the margin of a recount.
Could be close.
Should be about a 50k vote margin out of 6M. They need to find about 20k to trigger a recount.

People want to see it as a conspiracy. It isn't a conspiracy. It's that all of the commentators, the editors, the newsrooms are overwhelmingly democrat. They can't accept it so they don't want to. There's no one directing that, it's much more of an invisible hand affect.

Even if she can get a PA recount, Michigan and AZ are going to put Trump well over 270. This thing is over and the hypocrisy of Clinton on the concession issue is absurd. Even CNN is turning on Clinton and calling her a hypocrite. You can't send your campaign manager out to tell America to go to bed just because you are too tired and bitter to concede.
