After the episode where he falls for the holodeck version of some engineer colleague of his, and later on meets her to find out she's married and a huge bitch IRL, I think you have to put La Forge at or near the bottom of any major character on either TOS or TNG.

Scotty, easy. Beyond pulling miracles out of his arse, he rigged the freaking Enterprise so that it could be completely run from the bridge without needing a crew of hundreds and then hacked the Spacedock doors and made Exclesior look stupid.
LaForge, on the other hand, ejected warp cores like they were free or something.
