Late to the game but I work in higher ed administration.
The number of 4.0 GPAs and sub 18 ACT scores would shock most of you. Its not the ACT - its grade inflation in the high schools. C students are being given As because they bring in canned food or attend sporting events.
The ACT/SAT is a great indicator of true intelligence. I'd take my chances on a 2.0 GPA and a 28 ACT over a 4.0 GPA and an 18.
Oh, and C students run the world.
Basically, schools use both for a reason because each provides some unique and valuable information.
