LA Resident Buying a Used Boat in MS

I am looking at buying a used duck boat (with motor and trailer) from a guy in MS. I just wanted to see if anybody here has done this and make sure my "ducks are in a row" to get it titled and registered in LA. The owner of the boat is 3 hours away, so I can't be running back and forth getting forms signed.

According to LINK, I need the three forms completed to get the boat and motor titled in LA:
Title Application Form
Bill of Sale, Invoice, or Tax Certification Form 1331
Original Manuf Statement of Origin

I read that MS doesn't require the boat and motor to be titled, and a Bill of Sale is all that is required. I was going to have the seller fill out a MS Bill of Sale form and have a witness sign it (or do I need it notarized- MS Bill of Sale gives you both options). This will give me the Bill of Sale required by form LA Tax Certification form 1331. Also form 1331 requires a copy of the previous owners registration, which I will get.

Also, I read to get a separate bill of sale for the trailer and put a small amount as the sale price, correct? Then I will pay taxes on this amount and get the boat trailer in my name, right?

Do I have to physically take form 1331 to the LA Dept of Revenue's office in Baton Rouge along with the parish tax office?

After I get this done I can then register the boat in LA, right?

All you need to do is get the bill of sale and the Title to the trailer and boat notarized in MS. Come home and pay the TT&L on the Trailer when you register it here at the DMV and the boat at LDWF.

I say get it notarized because it is always better that way. I deal with LA Titling stuff daily and they are a huge pain in the arse.

You will pay taxes on the amount that is listed on the bill of sale for the trailer.

I bought a registered but untitled boat from from an individual in GA a few years ago.
I needed;
1. the original registration form (and title if there is one) from the previous owner for boat and trailer.
2. A notarized bill of sale for the boat and trailer (I'd suggest two because LA Wildlife and fisheries will take one original (for the boat) and the DMV will want am original (for the trailer)). IT MUST BE NOTARIZED FOR THE TRAILER!!!
3 an affidavit stating there aren't any liens on the boat (if you apply for a title in LA).
4 fill out LA tax cert 1331, and yes you have to bring it down to the LA Dept of Revenue (but you shouldn't owe any taxes since you didn't buy it from a dealer).
5. Title application form if you are going to title the boat in LA ... Not required but will make life easier in the future for a later sale
