Tell him to go around the city and get the lay of the land byway of the locals for the cream of the crop for brewers applying for jobs at each of them and study with their master brewers.

Off topic, but I was just in Portland last week. I have never seen so many young, able-bodied homeless people in my life. You literally had to step over them on some sidewalks.

Portland is where young people go to retire.
There are a ton of breweries there. I have no idea how to break into that business. I have seen a lot of home brewing contests where the winner of the contest gets to brew a batch for the sponsoring brewer.
My two cents would be that Portland would be a very tough market to break into the brewing business.
Does he have any experience?

Great food all around. Must try Pok Pok (Whiskey Soda Lounge). The wings are incredible.
Obviously the big name breweries, but there are some good local flavors, too. Hit Apex or Green Dragon to get a good cross-section of local beer on tap (Apex is awesome, but bring cash).
If you head up the river to Hood River, go to Double Mountain Brewery. Great beer and fantastic pizza.
So many good places to try, Portland is a beer/foodie mecha. One of the few places in the country that can hang with south Louisiana for food, and they kill us in beer.

I did read somewhere that there are 16 New breweries opening in Portland in 2014. I suspect most of those are one man operations. Your brother may want to start out as a bartender/apprentice.
The next question, and this is important: Does he have a beard?

My mother had to fly to Portland to get my youngest sister off the streets after drugs became her bane as he was making good money as a nurse. That provided her with several years of hell.

Powells is a four story treat for fans of the printed tomes available on the planet. Entering it I can attest is like entering the Lourve as it will take several days to scope it all out.

If he goes to Green Dragon, also recommend Cascade Barrel House across the street.
I prefer The Beermongers over Apex. Apex has a better tap list, but The Beermongers is more of a fun dive and a better place to pick up local knowledge, IMO, and it is right across the the street from Apex.
The Commons Brewery is a few of blocks away, as well, and if you are looking for a really good casual meal, Lardo is in the area, as well.
ETA: My problem with Powell's is that it is damn near impossible to get in and out of there in less than half a day. It is the largest bookstore I've ever seen.

Tiger222 - what area of town do you live in? I'm in Bethany. I've only lived here since September. So far I'm really enjoying it. The food/beer scene is pretty good. There are a hundreds of restaurants on my "want to try" list.

My friend from New Orleans sent me this link because I live in PDX.
Try and go to Screen Door for brunch or dinner sometime.
Best wings in Portland is either going to be at Pok Pok or Fire on the Mountain.
"Por Que No" is a great Mexican place on Hawthorne and Mississippi
Henry's is a great place to try some beer downtown.
Fun small brewpubs in portland; Gigantic, Base Camp and Ecliptic.
Couple breweries out in the Gorge would be Walking Man, Everybody's Brewing and Double Mountain.
Can't go wrong with eating anywhere really on, Alberta, Hawthorne and Division.
If you like Ice Cream, go to Salt an Straw.
