LA citizens tax credit question

I live in my grandmother's house and pay the insurance bill, but it is still under her name. Can I take the credit or does she have to on her return? I don't think I can but I just wanted to be sure before I finalize. Thanks.

Your Grandma has to claim it. She can get it refunded from the LA Dept of Revenue even if she doesn't file an income tax return.
