He had charges for a 2nd or 3rd DUI dropped just before trial. Blew over a .2.
Prosecution protecting it's witness.

Wasn't immunity part of his deal to testify for the prosecution? Guess the feds could bring the charges, but moderate Garland and his boss Brandon will not go for that.
