Yeah, because it has nothing to do with the fact that it's near water, and people haven't been settling near water for thousands of years.
Jesus Christ, it takes a miserable person to blame people for their own homes flooding, but here we are.
Why do people live where a tornado could drop out of the sky right on top of their home? Why do people live where they get blizzards and can freeze to death? Why do people live where forests are prone to burning?

It’s almost like their infrastructure is part of the blame.. I mean being so close to the coast and having a huge lake for the water to drain into you would think there’d be projects to prevent/reduce flooding. Do they have any on going projects related to water irrigation?

There's no blame, I want them to be able to leave to be somewhere better/safer. It's risk mitigation. They shouldn't allow settlements in areas that will continue to flood. You can't correlate that with tornados or fires, it's not the same.

People who stay despite continual flooding are not making smart long term decisions. Has nothing to do with my luck, I had to go through a scare to come to the conclusion that I can and will remove that risk from my family's livelihood.
FEMA and insurance companies enabling them to rebuild are irresponsible.

Go ask CITGO how much money they lost due to weather related downtime last year. Also, all "near water" is not created equal. There is some crazy notion that people have to be in SW LA. They don't.
