The only reason they could prove it against the Astros is they had a rat willing to talk. Had they not had Fiers, they would have had exactly as much evidence as they had on all the other people doing it.

Only reason the Astros were punished was because of Fiers. Without Fiers, the Astros get the same punishments as the Red Sox and the Yankees got in the past...almost none. My proof is Beltran coming to the Astro organization and telling them how behind they are compared to the NYY.
