Not a Constitutional expert, but I do know that one of the things they have discussed in the past is reducing the "federal district" to just the area right around the White House/Capitol/Supreme Court/Federal Buildings (maybe roughly bounded by Penn Ave/2nd St/G St/the river) and then the remaining area outside of that would become the state.

I think that was one of the ideas pitched during the Holder DOJ/Obama admin time.

Whether that would pass muster or not, who knows.

It sounds pretextual to me. If you're concerned about representation for those living outside of that zone but still in DC, why not cede those areas to either Virginia or Maryland? The answer: because they're already blue states.

That would make it part of NOVA. Virginia is already lost because of the NOVA population. What difference would it make now?
