When the drink hits the ice, does it fizz up a whole lot very quickly? If so, there is too much air in the ice, which is causing the carbonation process to accelerate quickly, using up all the carbonation, and turning the drink flat. My guess is the ice melts very quickly as well.

Tonic water is carbonated and would have a low pH. If his hard water has a high pH, which I think hard water has, it would neutralize the acidity of the tonic water, thus making your drink flat. It should do the same with all the carbonated drinks like Coke. Do a little experiment next time. Take a cooler with your own ice and make 2 drinks, one with your ice and one with his. I think there are also cheap water ph test kits .

The problem is clearly that the ice isn't intelligent enough. Send a few cubes of that ice to school for a couple weeks, and then send them back to breed with the uneducated ice. You should see the change in the next generation.

I don't think its the ice. The tonic and soda could be flat. Try it again with some recently purchased mixer. Good luck.
