the bill of information is just the charging document. Typically, as a case progresses (they have enough to present to GJ and indict) the DOJ will reach out to a co-conspirator, not necessarily a "target" but someone with some culpability (Clinesmith) and make a trade offer. They make a trade for a piece of info that can help connect a dot or even rule something or someone out, and in exchange they keep any conspiracy charge out (once they make that hook, you can get some real time)..
This is step 1..NOBODY..knows what happens from here, there will be more but I wouldnt speculate on who will be charged. There will be more for certain, I wouldnt get my hopes up about anyone above Priestrap or Baker. I have no doubt they have enough to charge Comey today, I dont think they do that, they wont be able to put the genie back in the lamp if they did and there's no telling how bad that could get for lots of "prominant R's and D's and those swampy maggots wont allow it.
