Neither are ok.

I don't think B exists (actual votes not counted) with our current system except via major fraud.

There are plenty of people that have some sort of discrepancy with their voter registration or were removed from the voting roll and can only fill out a provisional ballot. That provisional ballot is only counted if it goes to a recount and there is no way to verify whether that ballot is accepted or rejected which it can be for any number of ways.
