I personally would love to see The Riddler. As long as Nolan is in control I am confident The Riddler can be done right. Just keep him out of any ridiculous costumes and don't let him prance around like Jim Carrey did and he could be perfect for a 3rd movie.
Lose the face mask and keep the Green suit. Incorporate a "?" somewhere else maybe but all in all I think that's a good place to start from.

like someone else said riddler and joker seem to be too similar
