This. Foreign markets are a big deal in expanding a league's potential.
I doubt this is a precursor to a move, but Mexico City isn't a bad landing spot. It's the largest city in North America, so the fans are there.
People talking about crime are just using a Mexico = bad view. Mexico City has a lower murder rate than Baltimore, Detroit, New Orleans and Atlanta, just among NFL cities.
