I'd lean Seattle.
I have a cousin that's lived in Portland for the past 20 years. He says it's been overrun with hipsters the past 5 or so years, and it can sometimes be unbearable.
That said, I've never been there, but I loved Seattle both times I've been.

Parents live in the Tri-Cities area (Kennewick, WA). It's about three hours from Seattle. I've been to both Portland and Seattle, I'd live closer to Seattle. Enjoyed it more. Be forewarned, tree huggers everywhere....
