Correct. But speedwork will help your overall fitness moreso than just the same tempo runs. Speedwork works different muscles.
It took me a solid year to bring my 5k time down from 21 minutes to 19 minutes.
But I attribute that to speedwork. I wasn't getting faster just running the same distance at the same speed every day.
Plus speedwork is just plain fun

My best 5k & 10k Times came after I did a Hr training plan for NYC marathon. Ironically my worst marathon time. Mainly bc I had a bug a still ran.

I used to would have not agreed with that but I’ve gotten to where I like it. And it’s a good evening catchup if I missed a normal run. I have a park with a track around behind my house that is exactly .24 so it’s perfect
Last week I had some free time and decided to do a 5k progression (200m walk between miles)
Last mile was 6:45 pace and I think I could have done the next mile under 6:30. It’s good to break up the monotony of tempo runs.
