I believe he is implying that people flipped and have been gathering evidence against the "Deep State" for a while.
That's the way I took it...

That's the genius of Trump. A lot of the time his messaging is purposely ambiguous. It can be interpreted in different ways with the main goal of having his supporters giving him the benefit of the doubt and his CNN haters thinking he is literary Hitler. When it turns out that his words were meant to be benevolent per se, proven by his subsequent actions the haters on CNN come off as looking like idiots (as they usually do).
