There is supposedly a new-ish zero tolerance rule for golf carts and drinking on Isla Mujeres. There are supposedly dwi checkpoints where you will be asked to blow. So be careful with boozing and cruising in the cart.

WE passed several cops and I had my drink in plain site with no issues.
