With your time frame, I think doing more in California would be a no brainer. If you can’t rent a car, there are a few companies that do tours of the coast and Yosemite. This way you could see San fransisco (top 3 city IMO for someone to see in the US who is not from here), hit an amazing national park and do the California coast on your way back to LA.
This way you will get the beach in Miami, the culture in New Orleans, and see a lot of the different scenery that The west coast has to offer.
If you decide to do a Texas City, Austin is your best bet and you can take a $12 megabus from New Orleans to Austin.
If staying in hostels, stay at The Atlas House in New Orleans for personalized pub crawls and then the Green Tortoiuse in SF.
