I don't think our aid buys us much control. They believe obligations, any obligation, threaten their independence, and in turn their security. They would rebuff our interference as a matter of principle.
Which I get, and it is the right move for them. They should be looking after their own interests, not bending to our will.
The problem is that they haven't been the best stewards of their own interests.
