Eh, that’s a bit strong. It’s not “celebrated” by any means, but there is a bit more of a “welp, that’s New Orleans!” laissez-faire attitude when it comes to problems in the city.

You're right, but if someone moves out of the city and their friends ask why, and they say "I just can't do the crime and corruption, and etc etc any more," they would be called a dumbass and told they just don't get it.

That's a statewide attitude especially towards corruption. Stop electing officials based on race, personality, family name, and whether or not they can tell a good story. You'll see some changes then.
