I don't think a judge has the authority to block a Congressional subpoena.

He sent an aide to the UK to get the dossier and made the FBI aware of it. Circumstantial I know but I am thinking he and his girlfriend Graham, and some other GOP e types are neck deep in it.
If Congress was serious they'd march some US Marshals to that bank serve the subpoena and seize the records, before something happens to them.
