Originally, the NFL planned to move the draft around to throw a bone to northern NFL cities that probably would never host a Super Bowl. A lot of cities that had never been considered for a SB began making noise after NY hosted one. Hence, the draft being in Chicago & Philly recently.
I guess the NFL has discarded that idea. Cleveland needs to host the draft soon.
