That's part of the point- the effort of accurately detecting and proving fraud (let alone recouping resources from it) can be costly. This is never acknowledged when politicians handwave about rooting out fraud, waste, or abuse. And, the benefits of doing this, aside from being speculative, need to be carefully considered in dollar terms. Not anecdotes.

I'm not saying there's not some change here and there to be saved. I'm saying whatever is attainable savings-wise isn't going to be a big deal and is not ever worth mentioning as some sort of fix to our budget problems.
