There has to be some explanation for the number of weapons. The risk of being caught dictates that either additional shooters were expected to be there, or something along the lines of this theory.

I can see Paddock fancying himself as the impetus for drastic gun control measures finally happening in the US. Especially if he in fact was the pussy hat wearing protester. Which in itself is another thing that investigators know is true or not at this point.
