It's because his offensive scheme and style works much better in the PAC12 which is often a QB's league. Whereas, the B1G is more about establishing the run first and then making a team vulnerable to the passing attsck.
Not to say that PAC12 teams can't run, or that there aren't often great qbs in the B1G.
