Actually it appears to have worked both ways.

They averaged about 12,500 for the first 6 months of the year, then it jumped to 140,000 in September alone.

So it looks like people knew a wall was coming, so they got across before that. Just like when the government is thinking about making an area into a conservation, guess what happens? People start building on it before they can make they determination. It's pretty much a reoccurring theme in economics.
