The department heads aren't spending as much money as allocated from Congress. There was a post yesterday there some people are planning to sue because Trump and his administration isn't spending allocated money

I believe there are federal hiring freezes still at work. Along with the elimination of regulations rule to create new ones, that reduces future workload and the need to hire. The adminstration is also clearly not advancing certain pet project government agencies regarding the arts and things of that nature, which slows down spending.
Also, I imagine not passing certain legislation has paid dividends as well, even if not intentionally, because substantial changes in law require a work force increase to implement.
Probably why I prefer deadlock in many respects.
