DPRK is saber rattling in response to America's loss of credibility during the Obama regime. Our inaction in Ukraine and Georgia (and our actions in Libya) proved to the world that you should never give up a nuclear weapons program because the US will not honor its word if you do. This is the line that has the most traction in foreign policy circles. When the US stopped honoring its commitments over the last 8 years, the world realized that we cannot be relied upon. Russia filled that void with a quickness.
