According to new statistics gathered under the strict federal consent decree, show that simple robbery in the French Quarter is down 42%, armed robbery is down 45% and shootings are down 73%.  But those dramatic decreases in crime do not match the perception of crime in the Quarter.

Simple robbery goes down because ain't nobody got time to wait 3 hours for nopd to come and take a report for a purse theft when it will amount to nada.

Does this mean only crime that has had some type of"settlement" is counted in the data?

What does "gathered under the strict consent decree" mean?

Aside from not even providing a link to the statistics, he doesn't even address a timeline.

Down from when? Last year? The 90's? Katrina?

That's pretty shitty reporting.
