Dang, where do you even start if they don't k ow if anyone was on the boat? Prayers for the anglers (if there are any missing)

passed by there this morning, two CG helicopters, 2 sheriff boats, a few sheriff cars, and two WLF trucks. The boat was sticking out the water just about 150 yards west of the south end of the hwy 11 bridge. hope for a positive outcome, but hard to imagine one.

How was he spotted and then nobody tried to rescue him at that point? I cant find in any of the stories how that happened.
