FEMA should be dismantled.

If you build in an area prone to natural disasters and your shite gets destroyed by a natural disaster, and you didn't have insurance, too bad.

The audit seems to indicate that FEMA should not have paid to rebuild New Orleans's sewer and draining infrastructure because it was in horrible condition prior to the storm. That's not really news to anyone that lived there before Katrina.

If you have insurance on your 20 year old roof when a storm passes through, your insurance wouldn't cough up 100% of replacement costs.

Define "prone".

I do agree with the premise that insurance should be purchased before disaster strikes, or it isn't insurance. We shouldn't incentivize free riders.
