I usually hit it either too hard or i'm scared that i'll hit it too hard and i'll barely hit the ball.

That's easyto fix. Go find a short game practice area and just keep hitting from various distances until you find out how far you need to take your backswing for each distance. Think of yourself as a machine and less like an artist. "Touch" is more about correctly determining what you need to do and then executing it than "feeling" your shot as you swing, if that makes any sense. Before you chip, decide how far you're going to take your backswing then commit to it 100%. Don't even think about the potential result once you start your swing.
