All this is 100% legal 
You don't even need a license in most places as long as:
You don't launch anything with metal
You don't transport anything you produce, it must be manufactured where it is fired.
ETA:
Even the high explosive recipe I "encouraged" him to make is legal. It's just that the ingredients are monitored. You can buy them no problem. Agent Steve will be looking close if you buy more than a pound a year tho.
