If they don't have insurance or a license then prosecute to what the law they should be. Can't suspend their license if they don't have one. Jail time or a fine sounds appropriate.

In a lot of cases, the State will assign the violator a "pseudo" licence number that is in the State system along with all of their violations.

No fine. If they dont have a drivers license, chances are they dont have a job. Jail time is a joke. Most would be comfortable doing the time. And when they get out, they still cant get a job or get a license.
