so please explain how not eating carbs while not being in a deficit causes weight loss? A calorie is a calorie with maybe the exception of protein as you spend way more energy digesting it. He might lose water weight, but to lose fat requires one to burn more calorie than they are taking in, period.
Now lowering carbs while keeping the rest of his diet the same would work as its lowering calories. But carb restriction alone is not enough to burn fat is one is in a surplus. Does it make it somewhat harder to gain fat, yes as there are slight thermogenic advantages but very little.
please realize we are talking body recomposition not health. Body recomposition is very simple, calorie suprlus and you gain weight, calorie deficit and you lose.
as far as upping cardio, you could do zero cardio and get shredded to stage ready. Same with eating carbs. Its all about the caloric intake. IF you decide to use cardio to get into that deficit, fine but there is no magic formula.
Not saying that I don't agree that a low carb diet is the best approach to cutting, but without him knowing what his macros are and what his caloric intake is, we dont know if simply cutting carbs will do anything but help him drop water weight.
