I've seen gals in bikinis on those 4wheelers/golf carts bringing "refreshments" to the stands. I assume there was absolutely no intent to break the law.
I wouldn't check licenses, but would say in the paperwork that participants are responsible for obtaining one prior to the hunt.

If the OP goes this route, the price should vary based on the attractiveness of the gals. It should also be inversely proportional to the amount of fabric on the bikinis themselves.
