And probably still won't kick in unless the replacement legislation passes first. They are just trying to kick the can down the road.

2 years, that way it won't go into effect until after the mid term elections.

No. Repeal so you can run on repeal in 2018, without any consequences for the total failure your replacement will be for most Americans.
