I think he realizes this charade of repealing Obamacare to lower premiums and deductibles is up for this term, and is trying to throw one more pointless gambit out there to say "look, we tried, I even tweeted, like Trump does".

And no, he's bluffing them. He is crossing his fingers this gets shot down. The last thing in the world he wants is to straight repeal the ACA.

Or it's a murder suicide on Trump 2020 (remember this wouldn't kick in until 2019). Because if there's anything that's worse than doing nothing while premiums rise, coverage dwindles and markets wobble, it's taking over the whole process and accelerating everything going wrong while making insurance unaffordable for tens of millions.

Not a terrible idea. Would ensure Obamacare gets repealed while giving insurance companies time to plan and implement new policy to minimize short term damages to individuals
