That's kind of the point. Stopping or slowing would be an evasive maneuver. You see their lights, you are maybe driving faster than them, you start a maneuver to not run into them. Sounds like a decent plan. Again, I don't see where this causes an issue for anyone.

Because some cars don't have separate blinkers and brake bulbs in the tail lights. Putting your flashers on leaves only your small third light for warning the car behind you that you're stopping. And if it's raining that hard, you think the person behind you will see it?

It is a problem for other drivers. If you don't feel confident in your ability to drive in bad weather, then dont. Pull over don't disrupt the flow of traffic. Going extremely slow and an adding another distraction ( flashing bright lights) to other drivers in the poor viability. It's selfish.
