Back when it was 2 teams in the BCS, probably always on the outside looking in. I know TCU was close, though, in 2009. Maybe Cincinnati, too. I can't remember.
With four teams, I'm sure you'll see one get in sooner or later.

I think he's basically talking about Iowa State type teams. Hell Kansas football was very close in 2007.

TCU wasn't in a major conference that year.
As far as the OP goes. If Vanderbilt (just for example) goes undefeated this year, then I don't see any reason they shouldn't make it. It shouldn't be based on TV dollars, potential viewers, ticket sales, or anything of the sort.
