This is past tense. The options are there now, and they are there naturally.

Ascension parish for example has not banned smoking in bars, but 80-90 percent of the bars in the area are non smoking. It happened organically.

That is pretty surprising, my experience with small town bars has been the other way around.

They are ONLY there because regulations forced some to go non smoking. Before nobody knew or even questioned smoking in a bar. Regulation of some made the market evolve to what it has become.
