What year? I have a 78 Wagoneer and had a similar problem. The rubber diaphragm in my fuel pump was not designed to handle ethanol, so every few years the pump was going out.If you are running ethanol, stop running it or run an electric fuel pump rated for ethanol.
Never put ethanol in your CJ or any carb'd vehicle. Bad news.

You have insufficient fuel supply. At idle / revving with no load the bowl holds enough fuel in reserve to take up the slack from the fuel pump.
Bad fuel pump / clogged filter / clogged or malfunctioning needle or float in the carb.
Under load, you are depleting that supply and running out of fuel.
Or, you have plenty of fuel and a clean idle circuit, but a dirty high speed circuit.
You said you tried a electric pump, if that did not help I would bet it is internal carb issues.
