Fix the lights. They give it a hospital-esque vibe. That would be a huge step in the right direction. As others have mentioned, the place just feels sterile.
The problem with CBS & PH is location. Corporate is dying. if there were a service road from Essen to College those businesses would be booming. But because its not convenient to get to they arent bringing in a ton of people. When that is happening it is hard to re-invest back into the business.
Koto was just torn down for a new hotel so that might help out in the coming years.
