I honestly have no idea about the applicable laws but it doesn't like this is true
Just because something is a record doesn't mean it can't be discussed or released to the public. There is a process that determines how records are coded, then based on coding, they know how long they are retained and, if necessary, at what security clearance.

I don't think anyone is claiming that Trump telling Comey to drop the Flynn investigation is classified information
