what am I missing? It says "House Bill 277 would require all peace officers to annually complete a minimum of 400 hours of basic core curriculum training and a minimum of 20 hours of in-service training to remain accredited"

400 hours is roughly 10 weeks which would be roughly 20% of the year. What am i missing?
