I don't know of any method to make iron without the use of coke or charcoal. Molten iron(hot metal) is then converted to steel. The molten iron is already hot and doesn't need to be heated. Oxygen is blown thru it and converts it to steel. So you can make steel without coal as long as you have a supply of molten or billet iron. The coke also adds carbon to the iron and in turn gives the steel it's need properties.
